Out of all the shonen power systems out there, the Devil Fruits from One Piece have to be one of the wackiest. These supernatural fruits allow their users to become so powerful with such goofy abilities and it's just so charming. But, sometimes, certain Devil Fruit users only get the wacky part of their abilities and not the powerful part.
At least, not as powerful compared to some of the others we've seen. Let's talk about some of the weakest Paramecia-type fruits in the series, and why they're not up to snuff compared to insane ones like the Gum-Gum Fruit or the Quake-Quake Fruit. Keep in mind, this list is based both on the fruit, and how the wielder uses it.
10 Ms. Valentine's Kilo-Kilo Fruit
Here's a rare example in One Piece of a Devil Fruit with a direct superior. There have been DFs that are similar to others and more powerful, such as Kuzan's Ice-Ice Fruit easily beating out Monet's Snow-Snow Fruit. But with Miss Valentine of Baroque Works and Machvise of the Doflamingo Pirates, it's basically just the same power but stronger. Miss Valentine has the Kilo-Kilo Fruit which lets her control her weight at will between 1 & 10,000 kilograms. But, Machvise's Ton-Ton Fruit lets him change his weight in measurements of tons rather than kilos, which makes a huge difference.
9 Marine Captain Sharinguru's Wheel-Wheel Fruit
Viewers got to see a fair bit of Miss Valentine's fruit during her appearance on Little Garden. In comparison, this next Devil Fruit used by a Marine Captain by the name of Sharinguru was only ever used once, and it was changed from the manga to the anime so readers got to see it while viewers didn't. Sharinguru has the Wheel-Wheel Fruit, which allows him to turn his arms and legs into wheels that spin at high speeds. He uses it in his one appearance against Franky during the Buster Call incident of Enies Lobby, but it doesn't appear to do much to Franky's metallic arms, so it sadly doesn't seem very powerful.
8 Soul King Brook's Revive-Revive Fruit
Among all of the Devil Fruits, Brook's Revive Fruit is one of the most unique. This fruit is also one of the only ones to have a "requirement" before it activates, the wielder must die first. But, after their death, the Fruit activates and lets their Soul come back to the land of the living to find their body and live a second semi-immortal life. Here's the thing, Brook does find a ton of unique ways to use his fruit (when he actually uses it) and is really mastering it as time goes on. But, that doesn't make up for the fact that the user has to live an entire life beforehand where they can't swim and get no benefits. Sadly, that requirement also just barely keeps Brook off the list of characters with underrated Devil Fruits.
7 "Mad Monk" Urouge's Unnamed Devil Fruit
Now moving on to the only unnamed Devil Fruit of the bunch, the one used by Pirate Captain "Mad Monk" Urouge from the Sky Islands, and who's also part of the Worst Generation like Luffy and Law. Urouge has only been seen a few times, and from those appearances, viewers pieced together that his Fruit likely has to do with converting damage taken into raw physical power. Basically, the more Urouge is hit, the buffer he becomes.
Urouge's abilities seem to rely on a full-on smackdown fight with his opponent in order for him to build up power, so he'd likely quickly take a beating against anyone who attacks him in an atypical way (such as Big Mom's Soul-based powers) or blasts through his tough muscles (such as Borsalinos laserbeams). Though, in the New World, it might be one of the DF's that would get a huge boost if Urouge learned Haki.
6 Fox-Fire Kin'emon's Garb-Garb Fruit
Kin-emon is by no means weak, in fact, he seems to be one of the most powerful samurai from the country of Wano. But, his strength comes from the swordsmanship that he learned from Kozuki Oden, his lord, and not his Devil Fruit power. In fact, his DF has no real combat abilities whatsoever and is actually a step down from other hiding-based DF's like Absalom's Clear-Clear Fruit or Mr.2's Clone-Clone Fruit. Still, the Garb-Garb fruit does have some uses, as it allowed him to outfit the entire Rebel Army in disguises with nothing but some rocks and leaves.
5 Pica Army Officer Buffalo's Spin-Spin Fruit
Here's the other rotation-based Devil Fruit user talked about earlier along with Shiranguru, one of the pirates of Donquixote Doflaminog's Crew, Buffalo! Buffalo has the Spin-Spin Fruit which allows him to spin any part of his body or any piece of clothing he wears like a propeller. And, while this DF is insanely versatile, it isn't very powerful in combat. Strong combatants are able to stop his propellers with their hands, it doesn't allow him to spin objects he touches, and it's a bit situational.
4 Captain Leo's Stich-Stich Fruit
Fans really wished that Leo got to show off his Stitch-Stitch Fruit a bit more during the Dressrosa Arc, but sadly that just never came to be. Leo is another rare case in that the Tontatta People have supernatural strength by default, so he's already quite the fighting force. But, his DF power is actually relatively gentle, as it allows Leo to stitch anything or anyone together with ease, no matter the hardness of the material or the weight of the person.
And, while that may seem like it has a lot of applications, Leo mostly just uses it to bind people or objects together and not much else. Which, is especially disappointing after seeing how creative Doflamingo was with his DF, another power based on threads/strings.
3 Gourmet Knight Streusen's Cook-Cook Fruit
Out of all the Devil Fruits out there that people have theorized would be perfect for Sanji, the Cook-Cook Fruit seems like one of the best. Sure, Big Mom said that the objects turned into food by this fruit taste bad, but she might just be picky. And, if anyone's going to make bad ingredients into good food, it would be Sanji. Though, to be fair, it's not like Sanji really even needs a Devil Fruit anyway. But, Streusen, the current user of this DF, isn't exactly as powerful as Sanji. Usually, he doesn't even use this fruit to make food, rather he turns buildings and objects into sweets to match the aesthetic of Whole Cake Island.
2 Belo Betty's Pump-Pump Fruit
Rather than comparing two similar fruits, it's worth talking about two contrasting Fruits: the Hollow-Hollow Fruit and the Pump-Pump Fruit. The Pump-Pump Fruit used by Revolutionary Belo Betty is able to turn a crowd of normal people into fighters able to fight off Grand Line Pirates. But, these normal people have to choose to fight themselves, and it doesn't seem like she can use her fruit on herself. Now, the Hollow-Hollow fruit, used by Perona, is way stronger in comparison. It allows Persona to astral project herself, she can turn her hollows into bombs, and they render anyone depressed once a ghost flies through them, no matter how strong they are. It's just odd that two fruits that simply pump people up or get them down can vary so much in strength.
1 Very Good's Berry-Berry Fruit
And lastly, there's a fan-favorite Marine, a weird looking man that goes by the name "Very Good." This guy has such a unique design! Very Good is a Marine Captain and one of the ones attacking the Straw Hats during the Buster Call along with Sharinguru. But, rather than a Wheel ability, Very Good has the Berry-Berry Fruit which allows him to break down his body into many different spherical segments, sort of similar to how Buggy can break his body down into slices. There's still so much we don't know about this guy, but if his fruit has all the same benefits as Buggy's has, it might be just as overrated as his.
